Mr. Garcia,
I am writing you in hopes that you are looking for some insight into the
motorcycle safety and awareness issues currently on the upcoming legislative
agenda.
Please let me introduce myself my name is Frank M. Kennedy Sr., I am the
founder and chair of ROARS (Riders and Other Advocates for Road Safety), I
am also the President of the Southwest Chapter of ABATE. (American Bikers
Aiming Towards Education)
ABATE is this states only MRO, (Motorcycle Rights Organization) we have an
excellent MSAP (Motorcycle Safety and Awareness Program) that we as an
organization have been bringing our presentation to the drivers education
programs all around our state. This past session we educated in excess of one
thousand students in the Southwest Florida area and I, for one, am certain that
we are reaching these young drivers
It is my intention to bring our program to young drivers and older ones all over
our state at venues in every county. Florida has grown tremendously in
motorcycle rider ship in the past six to seven years, swelling from approximately
forty thousand, seven years ago, to currently in excess of a million. These figures
include the estimated thirty to forty percent of riders out there that are not
licensed or improperly endorsed.
There are many issues facing us as riders, and one of the biggest issues is that
we are being slaughtered out there; statistics show that approx eighty five
percent of motorcycle fatalities are not the fault of the person operating the cycle,
but rather a person operating a motor vehicle and failing to yield right of way.
I am a very strong supporter of safety on our highways and saving lives is my
ultimate goal, if you can spare the time and are genuinely interested in learning
